产品发运出厂质量控制程序

Enterprise standard of Changzhou XD Transformer Co., Ltd Product shipped ex-factory quality control procedure

1 目的及范围 Objective and scope

1.1 为防止运输管理过程措施不到位而引起的变压器及附件损坏,对变压器的运输相关过程加以有效控制;

In order to prevent the damage of transformer and accessory caused by unprepared measures in the process of transportation management, we control the process of transporting transformer effectively;

1.2 规范变压器及附件在运输过程中发生意外时的处理方法,保证产品质量,减少损失; To make a standard of measures used in the process of transporting transformer and attachment when the accident happens to make sure the products away from damages and cut loss; 1.3 规范变压器及附件在外部存放期间的质量控制程序;

Making a standard of quality control procedure used in the period when transformer and attachment kept outside;

1.4 规范变压器及附件在到达指定地点后的交接、交付过程;

Making a standard of the process of handover and delivery after transformer and attachment arrived in the designated place;

1.5 本程序适用于变压器本体、附件等所有涉及运输的过程。

The procedure is applicable to all relevant process involving transporting transformer itself and attachment. 2 职责 Responsibility

2.1 营销处负责提供切实可行的运输方案,组织产品发运,并向运输公司传递我公司在产品运输过程各个环节的控制要求;

The marketing is responsible for offering feasible transportation plan and organizing the product shipped and transferring control requirements of each part in the transportation process of products to the transport company.

2.2 营销处负责与用户确定变压器及附件在到达用户指定地点后的交付、交接节点及接收确认人员;

The marketing is responsible for determining the delivery point and the personnel who receives and confirms after transformer and attachment arrived in the designated place;

2.3 用户服务处在产品安装前负责确认变压器及附件在现场的状况及数量;

Customer service is responsible for confirming the condition and quantity of the transformer and attachment at the scene before the product installed.

2.4 营销处为产品运输质量事故处理的负责部门,用户服务处是制定处理方案的总协调部门; The marketing is the department which deals with product transportation accident while customer service is the general coordination department which makes the treatment method. 2.5 质量管理处负责确认产品发运前冲撞记录仪的符合性。

Quality management id responsible for confirming the conformity of collision recorder before the product dispatched.

3 运输工作流程 Process of transportation

本条款适用于产品正常发运,出厂后直发用户指定地点的变压器及附件。

The clause applies to the normal product transportation. Transformer and attachment will be transported to the designated place directly after leaving the factory. 3.1 营销处在收到产品运输图纸后20天内按公司相关要求确定运输单位,并要求运输公司在产品发运前7天向我公司提交路况勘察报告及运输方案。重点项目、路况复杂的运输项目、未到达过的地区和偏远地区,营销处需派专人会同运输公司共同进行路况勘察。

The marketing determines the transport company according to the requirements of company within 20 days after receipt of product transportation drawings and asks it to submit the road survey report and transport solutions to our company in 7days before products transported. The marketing should send specially-assigned person together with the transport company to make a road survey for key projects, complex transportation projects, never reached regions and remote areas.

3.2 冲撞记录仪的安装 Installment of collision recorder

3.2.1 变压器本件及关键部件在运输过程中需安装冲撞记录仪,数量按技术协议中的要求执行; The collision recorder should be installed when transformer itself and key components in the process of transportation. Quantity of that is according to the requirements of the technical agreement.

3.2.2 产品发运时,营销处通知运输单位准备好经质量管理处确认合格的冲撞纪录仪;

The marketing informs the transport unit to prepare the qualified collision recorder confirmed by quality management when products transported.

3.2.3 营销处制作一张封条,封条为长100㎜,宽35㎜纸条,用四号宋体字打上“常州西电变压器有限责任公司”、“营销处封: 年 月 日”日期手填,并盖上营销处印章。

The marketing makes a seal which is 100mm long and 35mm wide with a song typeface 4 ‘Changzhou XD Transformer Co., Ltd’, ‘Sealed by the marketing: day/month/year’. The date should be hand-written. Then affix the seal of the marketing.

3.2.4 冲撞纪录仪置于运行状态,用胶水把封条贴在两盖板开合处(盖板搭扣旁),上、下各半,使盖板不能开启。然后用50㎜宽的透明胶带,将封条盖住。

Keeping the collision recorder running, using glue stick seals on two flat movable place (next to the cover plate buckles), half of upper and lower to make the cover cannot be opened. Then use 50mm wide scotch tape to cover the seal.

3.2.5 冲撞纪录仪封装时,营销处通知质量管理处到现场见证,并做好记录。

The marketing informs quality management to arrive in the scene to witness and make records when the collision recorder packed.

3.3 运输过程控制 Control the process of transportation

运输过程要严格按照运输方案及相关要求,保证平安无误地将变压器及附件运送至用户指定地点。

The process of transportation should be according to transport plan and relevant requirements strictly to make sure that transformer and attachment will be arrived in the designated place safe and sound.

3.3.1 运输公司在承运产品前需对负责本次承运的司机进行技术交底(营销处检查技术交底记录),内容包括:

The transport company should confide a technological secret (the marketing inspects the record of technical clarification) to the driver who is in charge of the transportation before accepting for carriage of products. 3.3.1.1 本次运输的路况勘察报告及运输方案;

The report of the road survey and transportation plan for the transportation; 3.3.1.2 运输质量对变压器的影响;

The influence of transformer caused by transportation quality 3.3.1.3 变压器在运输过程中的注意事项;

Matters needing attention in the process of transporting transformer; 3.3.1.4 运输过程中出现运输事故后的处理方式,处理不当对变压器的影响及后果。

The treatment of accident happened in the process of transportation and influence of the transformer with misconduct.

3.3.1.5 需填写的过程记录(格式按我公司要求)。

The records of the process should be written down (the format should be as required by our company).

3.3.2 营销处确认我公司本次运输的负责人(以下简称我公司负责人),并向运输公司告之其联系方式,此负责人应保持24小时手机处于畅通状态;

The marketing confirms the person who is in charge of the transportation (hereinafter referred to as the person in charge) and inform the transportation company his contact information. The person in charge should keep mobile phone 24hours in the open state. 3.3.3 采用充气运输,承运方每8小时检查1次气压并记录,气压在正常范围内的按照要求调整气压,气压超出规定值需在第一时间通知我公司负责人;

To adopt inflatable transportation, the carrier should check the air pressure one time every eight hours and record, when the air pressure is under normal circumstance the carrier adjusts air pressure as required while the air pressure is beyond the standard the carrier should inform our person in charge in the first time.

3.3.4 采用带油运输,承运方应定期观察是否有油渗漏,一旦发生渗漏需第一时间通知我公司负责人。

To adopt oil transportation, the carrier should inspect whether oil is spilling or not at regular intervals. Once oil spilling, the carrier should inform our person in charge in the first time.

3.4 运输过程发生事故的处理 Treatment of accidents among process of transportation 3.4.1 运输过程一旦发生意外情况,承运方应先把车停靠在安全地带,并第一时间通知项目负责人和我公司的负责人,得到指示后再处理。

Once accident happens in the process of transportation, the carrier should park the bus in safety zone and inform the project leader and our person in charge in the first time and deal with that after instructions.

3.4.2 承运方应将异常情况拍照留存,传递到我公司,为我公司负责人制定解决方案提供依据; The carrier should take photos in abnormal condition and express it to our company to provide evidence for the solution made by our leader.

3.4.3 我公司负责人在接到承运方报告的异常情况信息后,立即向营销处长长进行反映,同时向用户服务处传递信息,并按下列流程逐级上报并组织形成处理方案。

After our person in charge receiving the information about abnormal conditions from carrier, he should report to section chief of marketing immediately and pass on a message to customer service and report step by step and form a treatment scheme according to the following

process. 3.4.3.1

大事故:向营销副经理汇报。

Big accident: reporting to the vice manager of marketing 3.4.3.2

重大事故:向总经理汇报,必要时上报集团公司。

Major accident: reporting to the general manager and reporting to group company when it necessary.

3.4.4 事故的处理方案由用户服务处组织相关部门制定。

The treatment plan is made by relevant department organized by customer service. 3.4.5 处理完成后,由用户服务处负责将本次异常情况的所有信息汇总归档。

Finishing the treatment, the customer service should collect and file the information of the abnormal condition.

3.4.6 质量管理处负责对事故原因进行调查,督促相关方整改与预防措施的制定与落实。对内部的质量问题进行纠正。

Quality management investigates the cause of the accidents and urges the relevant department to make a establishment and implement about preventive measures.

4 变压器及附件的外部存放 External storage of transformer and attachment

本条款适用于因各类原因变压器在报交后暂不能发送至现场,需送至外部存放的变压器及附件。 The clause is suitable for that the transformer and attachment cannot be sent to the scene for various reasons and should be sent to external storage after reporting. 4.1 外部存放的变压器本体在出厂时也按照3.2的要求安装冲撞纪录仪;

The transformer itself in external storage should be installed collision recorder according to the No.3.2 requirements when it is leaving the factory.

4.2 营销处、质量管理处、生产处、保卫处每月对外部存放的变压器及附件进行联合检查,并由质量管理处填写检查记录;

The marketing, quality management, production and security office should inspect the transformer and attachment in external storage every month and quality management should fill in the inspection record.

4.3 在运输公司暂时存放期间,运输公司应每天检查气压并记录,检查产品外观,如出现渗漏油、损坏及灭失等其他异常情况,运输公司需第一时间通知我公司负责人。

During temporary storage in the transportation company, they should check the air pressure and record every day, check the product appearance, such as oil leakage, damage and loss of other anomalies and they should inform our person in charge in the first time.

4.4 外部存放的产品在发运前不返厂的,在产品发运前,应由营销处、质量管理处到存放地进行检查,符合我公司产品出厂要求的,按3.2的要求安装冲撞记录仪后方可发运;

The products in external storage which are not back to the factory before shipping should be inspected by the marketing and quality management, if they meet the requirements of shipping, they can be shipped after installing collision recorder according to No.3.2 requirement.

4.5 外部存放在发运前返厂的,返厂后按照我公司产品发运的相关规定进行发运。

The products in external storage which are back to the factory before shipping should be shipped according to relevant requirements in our company.

4.6 外部存放期间发生异常情况的,营销处在收到反馈信息后,通知质量管理处到存放现场察看后,根据具体的情况通知公司相关部门制定处理方案;

During external storage abnormal condition happens, the marketing inform quality management go to the scene to observe after receiving feedback information and inform relevant department to make a solution according to specific circumstance. 4.7 在外部存放超过3个月的产品,都必须返厂检查合格后方可正式发运。

The products in external storage over three months should be sent back to the factory and be shipped till inspected to be qualified.

5 产品的现场交付 Delivery of products in the scene

本条款适用于变压器及附件运送至用户指定地点后的交付、交接点。

The clause is suitable for the delivery of the transformer and attachment to the designated place.

5.1 营销处需在变压器及附件发运前与用户充分沟通,确认交付地点及现场接收人员,并以书面形式向运输公司进行告之;

The marketing should communicate with customer before transformer and attachment shipped and confirm the delivery place and reception staff in the scene and report that to the transportation company in a written form.

5.2 承运方将产品运送至现场后,代表我公司将变压器及附件交付给我公司告之的用户指定接收人员;

After the carrier sending products to the scene, the reception staff specified by customers will receive transformer and attachment delivered by the one on behalf of our company. 5.3 承运方与接收人员共同见证冲撞纪录仪的封装状况,并开封确认冲撞纪录仪的纪录纸(对于立即安装的产品,用户服务处人员已经到达现场一并参与交接)。运输公司在将产品运送至现场待冲撞

纪录仪启封后,7天内将冲撞纪录纸传递到我公司营销处。

The carrier and reception staff witness the packing of collision recorder and open up to confirm the record paper of collision recorder (for products installed immediately, staff in customer service have arrived the scene and join the delivery together). The transportation company expresses the record paper to our marketing in seven days after sending the products to the scene and open up the collision recorder.

5.4 承运方与接收人员按发运清单的内容进行交接,交接完成后,请接收人员在交接单上签字确认,在交接过程中承运方应对承运变压器及附件进行拍照留存,尤其是附件箱,并在7天内传递到我公司备案。

The carrier and reception staff make a delivery according to the content of shipping list and after that the reception staff signs in the delivery receipt. The carrier should take photos for the transformer and attachment in the process of delivery, especially send to the e-mails and express them to our company in seven days. 5.5 用户服务处人员在到达安装现场后的确认流程:

The conformation process after customer service staff arriving in the packing scene: 5.5.1 检查变压器本体的良好状况,并多角度拍照留存;

To inspect the conditions of the transformer itself and take photos with multi-angle. 5.5.2 检查附件箱,并拍照留存,一旦发现附件箱有所损坏,应积极与现场接收人员进行沟通,并第一时间向处长汇报;

To inspect the attachment case and take photos, if there is any damage, the person should communicate with the reception staff and report to the section chief immediately. 5.5.3 检查附件箱完好无损后,方可开箱检查,开箱后对照装箱清单和箱内物品逐一清点。 After checking the attachment case being undamaged, then it can be opened and inspected. To count the products compared with the packing list after the opening. 5.6 确认变压器及附件满足安装要求后,可通知安装。

After confirming the transformer and attachment meeting the packing requirements, then to inform the packing;

5.7 因特殊情况,附件直发现场的,由用户服务处在现场验收合格后投入使用。

Because of special circumstances, for the attachment straight to the scene, it cannot be put into use until accepted and checked by customer service and be up to standard.
