In other words, to be a contender, a city must have a population of atleast one million, because only cities of this size possess the requisite infrastructure. Another difference is that Germany's candidate city will now no longer beselected by the General Assembly of the NOC, but by a Presidential commission.The General Assembly's role will be limited to voting for or against thecommission's selection.
